Summary

ERC drafted info for CUL selectors, considered Jan Szczepanski's lists of open-access journals, and discussed the process for responding to vendor notifications of excessive downloading of licensed content by CU users.

1. Drafting ERC information for CUL selectors

In response to a request from a CUL selector, ERC agreed to update its entry in the 'Electronic Acquisitions' section of the Olin Collection Development Manual to include its charge, followed by the statement, "Selectors should submit Networked Electronic Resource Forms (NERFs) to the LTS E-Resources and Serials Management (ERSM) Unit for all networked resources, including those resources that may require special treatment. ERSM staff will do a preliminary review of networked resources selected via NERFs and will forward those that require special treatment to ERC. When considering resources requiring special treatment, ERC will contact selectors in cases such as those where more information is needed or where more than one access option is possible." Marty will contact Fred Muratori, keeper of the Olin Manual, about making these changes.

2. Jan Szczepanski's lists of open-access journals

Jan Szczepanski, a librarian at Göteborg University, has contacted CUL regarding CUL catalog access to the lists of open access journals he maintains (http://www.his.se/templates/vanligwebbsida1.aspx?id=20709). Mr. Szczepanski's lists have substantial duplication with the Directory of Open Access Journals titles that we have already loaded into the catalog. Cataog records from a source like Serials Solutions are not available for the Szczepanski titles, so adding and maintaining records for them would be problematic. Still, ERC agreed that Mr. Szczepanski's request was a selection issue. Because the lists are largely humanities and social sciences titles, Martha will contact the Humanities Team and Social Sciences Team leaders to gauge their interest in reviewing the titles in the lists.

3. Excessive downloading response procedure

A recent vendor alert regarding excessive downloading of licensed content to a Cornell IP address pointed to the need to clarify CIT's and CUL's respective roles in responding to such alerts. Ed has been in touch with CIT regarding their role. Once CIT has responded to Ed's inquiries, ERC will revisit the issue with an eye toward drafting a procedure to reflect the response process.

ERC meets the second and fourth Mondays of the month as needed to address issues related to CUL access to networked electronic resources.
