Policy: The PCC BIBCO core standard is the default choice for original cataloging in LTS. When determined that fuller cataloging is needed to enhance identification or retrieval of an item, catalogers should catalog at the PCC full level. RMC monographs are cataloged at the PCC full level. If all access points in the record are covered by authority records, the RMC cataloger codes the record as PCC. If the record contains provenance tracings, local subject headings (e.g. for publication date), or other headings not covered by authority records, it cannot be coded as PCC.

- Any format with full member copy
- Rare books (in some instances--see note above)
- Serials cataloged as monographs
- Serials at Cornell are not cataloged using the PCC core guidelines for CONSER records
- Two-check original cataloging by copy catalogers (processed according to LTS Procedure #35)
Coding level of PCC record:
Records should be coded for the highest level that we can legitimately claim for them.
Authority control
PCC standards require that all headings in a PCC BIBCO core or full bibliographic record be under authority control. Create authority headings according to NACO guidelines for any heading not under authority control. Create original authority records in Voyager and update existing authority records in OCLC. Use procedures at http://lts.library.cornell.edu/lts/pp/aut/95nacosaco.cfm to create authority records in Voyager.
Cataloging Guidelines
Core record standards specify a minimum set of data elements required for each bibliographic format. If catalogers decide that additional fields beyond the core standards are needed to insure access to the material consider that record as PCC full. Listed below are required data elements for PCC BIBCO core and PCC full records. Complete core record standards for each bibliographic format can be found at the Program for Cooperative Cataloging. See References below.

Code completely for both PCC BIBCO core and PCC full records.

|a Class number
Use an appropriate LC class number. If needed, cutters for individual literary authors, artists, geographic areas, or subjects are included. If the actual LC cutter for these can be easily found, use it. Otherwise, construct these cutters from the LC cutter table.
|b Book cutter
Book cutters are optional. If one is supplied, it must come from the LC cutter table. Add the date.
Double cutters
If a double cutter is needed for a double geographic area, double subject, or combination of the two, that second cutter should be in |b.It should be the actual LC cutter or one based on the LC cutter table. Add the date.

Record upgrades
Some existing records can be upgraded to PCC core or PCC full-level.
These include: - Vendor records (Typically Level 5)
- Level 3 records (abbreviated level), level 7 (minimal level), level K, or level I (OCLC)
- Member copy not already cataloged as PCC core or PCC full records and not containing 650s and/or nationally recognized class numbers.
Statistics
There are no special statistic codes in the 948 field for PCC BIBCO core or PCC full record. Use either "o" or "u" as appropriate.
