| Work Schedules, Vacation, and Sick Leave Policy for Non-Academic Staff (LTS Procedure #103) Scope: This procedure outlines LTS policy on work schedules and paid time away from work. LTS strongly supports flexible work arrangements to enable all staff to serve customers well, meet university and library goals, and balance personal and professional responsibilities. LTS policy on work schedules and time away from work for employees is based on, and complies with, the Cornell University Policy 6.9: Time Away from Work; Cornell University Policy 6.6.13 : Flexibility in the Workplace and other University and Library policies. For further information on the relevant University policies, see the Cornell University Policy Website at: http://www.policy.cornell.edu/hr_policies.cfm Through consultation with their supervisors, employees are responsible for ensuring that their schedules and work patterns meet the needs of the position and the department. All employees, in consultation with their supervisors, should set a regular work schedule that typically falls within normal business hours (weekdays between 7:00 AM and 5:00 PM). Significant changes or variations in schedules and work patterns, either short- or long-term, should be worked out in advance with supervisors. Staff who wish to work outside normal business hours may be permitted to do so only with supervisor approval. Flexplace is an arrangement that allows an employee to work at home or another off-site location for a specified number of hours per week. University policy permits flexplace agreements in certain instances for a pre-set, limited duration. It is not intended to be granted routinely or as a substitute for ongoing childcare or eldercare. LTS will consider flexplace requests on a case-by-case basis, in consultation with Library Human Resources and in accordance with the "Flexplace" section of CU Policy 6.6.13, Flexibility in the Workplace [link:http://www.policy.cornell.edu/CM_Images/Uploads/POL/vol6_6_13.pdf]. All requests for flexplace must be documented using the Flexplace Expectations form [link: http://www.ohr.cornell.edu/policies/formsEmployee/univPolicy/FIWfef.html ] and must be approved by the employee's supervisor, department head (when applicable), the Director of Library Technical Services, and the Senior AUL for Information Technology and Technical Services. Paid time away from work: general principles The University provides staff with generous paid time away from work, including, but not limited to, sick leave and vacation accruals. Staff members should exhibit good stewardship over their sick leave and vacation accruals by maintaining adequate balances in the event that extended time away from work ever becomes necessary. All vacation time should be requested and scheduled in advance at a time agreeable to both the staff member and the supervisor. Supervisors are encouraged to accommodate employees’ vacation requests wherever possible. In case of unplanned absence, sick leave, personal leave or family health care leave should be used as appropriate. Use of vacation time for unplanned absences is generally discouraged, but if the employee has exhausted other leave balances, vacation leave may be used with approval of the supervisor. Sick leave should be used for illness or medical emergencies that prevent the incapacitated staff member from reporting to work, or for planned, routine medical or dental appointments needed to maintain the staff member's good health. When possible, routine medical and dental appointments should be arranged to minimally impact the unit's work requirements. Family health care and personal leave Family health care leave is time away from work for employees who need to care for immediate family, a dependent, or a member of their immediate household. Up to three days in a fiscal year may be used for family health care leave. Personal leave allows employees time away from work with pay for personal reasons and emergencies. Personal leave may be used for emergencies such as an unexpected illness in the family, a personal crisis, or inclement weather. No advance approval is needed for emergencies. When personal leave is used for purposes other than an emergency, supervisors should be informed 24 hours in advance to approve the leave request. Up to three days in a fiscal year may be used for personal leave. Employees with 20 or more years of continuous service may take up to five days of personal leave in a fiscal year. Personal leave is prorated for part-time employees. All regular non-academic employees are eligible for family health care and personal leave. Family health care and personal leave are charged against sick leave and may only be taken if an equal amount of sick leave has accrued. Family health care and personal leave do not accumulate. Any part of family health care or personal leave not used in a fiscal year remains as unused accrued sick leave.
