INTRODUCTION: The Congressional Record appears in two editions, the DAILY EDITION and the PERMANENT BOUND EDITION. The Daily Edition is published each day that Congress is in session. The Permanent edition is published after the close of the session, and its publication schedule is behind at this point (in 2002 the last complete Permanent edition volume is v. 142 for 1996 in 26 parts). Due to revisions and rearrangement, the pagination of the Permanent Bound Edition differs from that of the Daily Edition. The Daily Edition has a fortnightly index. The Permanent Bound Edition has a cumulated index volume (usually in 2 parts) and a cumulated Daily Digest volume which are the volumes of the bound Record. Each volume covers a Congressional session, or 1 year.



DAILY EDITION

1. The Daily Edition is received on deposit. Olin selects Item number 0994-B for Congressional Record (daily).

2. The Daily Edition (Bib. 1610613) issues check in for the Olin stacks (J 11 .R41+) and are found in check-in with the component name ?Congressional record. Daily?. There is one line per volume and issues are checked in in History. The current volume line is displayed from History.

3. The Daily Edition index issues check in for Olin Reference and are found in check-in with the component name ?Congressional Record. Daily. INDEXES?.
There is one line per volume and issues are checked in in History. The current volume line is displayed from History. Indexes for the previous year should be transferred to the stacks when the new session begins.

4. When a Daily Edition volume is complete, with all issues and fortnightly indexes received, add the volume to the MARC holdings record and suppress the History line. The MARC holdings for the Daily Edition shows all of the issues which are in the stacks.

5. Daily Edition issues and indexes are retained until the Permanent Bound Edition volume is COMPLETE (all parts plus the daily digest and index volumes). When a Permanent Bound Edition volume is complete, 1) notify Access Services that the Daily Edition issues that correspond to that volume should be pulled from the stacks and discarded and 2) remove the volume from the MARC holdings of the Daily Edition.



PERMANENT BOUND EDITION

1. The PERMANENT BOUND Edition is only partially received on deposit. Olin selects Item number 0993-B for Congressional Record (bound), Index and Daily Digest. (Only Regional Libraries are allowed to receive the other parts for 1985 and forward).

2. The parts of the Permanent Bound edition which are not received on deposit are purchased as they are published from GPO, using the deposit account. The parts are paid for by Documents fund 615.

3. Each month check the GPO U.S. Government Online Bookstore for new volumes. Adjust the maximum records returned to ?200? before searching for ?congressional record?. Order any new part. (Volume 143, pt. 1 for Jan./Feb. 1997 is the latest published 9/9/02).

4. The Permanent Bound Edition (Bib. 351433) issues check in for the Olin stacks (J 11 .R4+) and are found in check-in with the component name ?Congressional record. Proceedings and debate[s]?. There is one line per volume and parts are checked in in History. All volume lines are suppressed in History and all parts are added to the MARC holdings on receipt. Maintain a separate 866 line for incomplete volumes. Delete this line and add the completed volume to the main line.

5. A Permanent Bound edition volume is complete for a session when all parts have been published and the Daily Digest and Index volumes have been received. When a Permanent Bound edition volume is complete, 1) notify Access Services that the Daily Edition issues that correspond to that volume should be pulled from the stacks and discarded and 2) remove the volume from the MARC holdings of the Daily Edition.
